Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the presentation of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been stabilised. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: an extensive attack of aerial bombardment on Kyiv.
The Pattern of Negotiation and Warfare
The succession of conflicting incidents captured the bleak nature of the current period. By day, negotiation efforts are conducted: positive announcements are released from different nations. Immense energy is devoted on containing particular approaches. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "resolution".
Nighttime Reality
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is able to track projectile deployments from Russian territory, a capability afforded by up-to-date information. From observation points, military aircraft that had been dispatched to engage hostile cruise missiles flew past – advanced fighter aircraft delivered to Ukraine by NATO members.
Shortly after, Kyiv's air-defence systems activated: defensive missiles targeted at a hostile projectile. This was a sophisticated defense system at work, presumably provided by partner states. Every launch creates sudden vibrations, shaking the windows. The instant of fear quickly transforms into sober acceptance: maybe the hostile projectile won't strike its target this time, preventing destruction from devastation and additional electricity failures.
Continuous Dangers
Not long after, a large-caliber weapon opened up on a aerial vehicle somewhere nearby, part of a mobile-fire group – almost certainly imported technology. Unfortunately, the projectiles didn't strike the hostile drone – it continued its flight toward its objective.
With pauses, this carried on until dawn. Kyiv faced the daybreak reports: seven people killed, devastation and heating outages in many homes as a result of the evening attack. As customarily, everyone still maintained normal activities – experiencing conflict. But those entire period illustrated Ukraine's critical military reliance on external assistance – a dependence that regional partners are clearly incapable to replace in the immediate future.
Unsuccessful Negotiations
The detailed framework from American leadership generated strong feelings, discussion and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.
Every new approach from Washington adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually achieve victory. This cycle will, no doubt, endure.
Political Considerations
It is convenient to criticize particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the whole story. US administration operates on a premise familiar among seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The US administration assumes that it is impossible to compel Moscow to surrender the areas that it presently holds in Ukraine's south or east.
The problem is that while accepting these circumstances, US leadership does little to discourage Russia, through diplomacy or military means, from thinking that the situation will not shift further in its favour in the near future.
Opposing Positions
Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their motivation to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's leadership remains completely certain in the result.
On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing lives and land but averting a complete military breakdown until conditions improve in its benefit.
Present Conditions
Realistically, there are no real preconditions for a truce. Now, personal considerations are becoming relevant: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unsuitable, so that their focus does not move to homefront challenges. And although their task will now be significantly challenging after latest incidents, it remains very improbable that this will alter their fundamental strategy.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a only one week to terminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, current information leaks, all achieved their purpose.
While new initiatives based on previous concepts are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and reflect specific hesitation to modify developments, if they stand together and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, primarily depend on continued Western support.
